BILL

TO

Provide for the renaming of the House of Lords as the House of Peers.

Be it enacted by the Queen’s most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—

1 House of Peers

(1) The House of Parliament known as the House of Lords at the time this Act is passed shall henceforth be called the House of Peers.

(2) The enactments in Schedule 1 are amended as specified there.

(3) The Secretary of State may by regulations make additional amendments to enactments in consequence of this Act, provided those amendments are limited to replacing references to the House of Lords with references to the House of Peers.

(4) Any other reference in any enactment to which subsection (5) does not apply shall be interpreted after the coming into force of this Act as a reference to the House of Lords.

(5) This subsection applies to—

(a) this Act,

(b) any reference to the House of Lords in the citation provisions of any enactment passed before the passing of this Act, and

(c) any other reference to the House of Lords in the short title of any enactment passed before the passing of this Act.

(6) In subsection (4), notwithstanding the Interpretation Act 1978, “enactment” means an enactment comprised in, or an instrument made under—

(a) an Act of Parliament;

(b) an Act of the Scottish Parliament;

(c) an Act of the National Assembly for Wales;

(d) an Act of the Northern Ireland Assembly;

(e) a Church of England Measure;

(f) a Measure of the National Assembly for Wales.

2 Regulations

(1) Regulations under this Act are to be made by statutory instrument.

(2) Any statutory instrument containing regulations under section 1(3) shall be subject to annulment in pursuance of a resolution of either House of Parliament.

3 No effect to validity of actions by the House of Lords

(1) Nothing in this Act shall affect the validity of anything done by, or in relation to, the corporation sole which, prior to the coming into of this Act, is called “The Corporate Officer of the House of Lords”, other than for that corporation sole to be called “The Corporate Officer of the House of Peers”.

(2) Nothing in this Act shall affect the validity of anything done by, or in relation to, the House of Lords.

4 Extent, commencement and short title

(1) This Act comes into force at the end of the Session of Parliament in which it is passed.

(2) This Act extends to the whole of the United Kingdom.

(3) This Act may be cited as the House of Peers Act 2018.
