Carbon Emission Reductions Bill

TO

Amend the target for reducing net carbon emissions in the UK to 100% by 2050.

Be it enacted by the Queen’s most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—

1 Target for carbon emission reductions

(1) The Climate Change Act 2008 is amended as follows.

(2) In section 1(1) (the target for 2050), for “at least 80%” substitute “100%”.

(3) In section 2—

(a) in the heading, omit “2050 target or”;

(b) omit subsection (1)(a);

(c) omit subsection (2); and

(d) omit subsection (3).

(4) In section 3—

(a) in the heading, omit “2050 target or”;

(b) in subsection (1), omit “the 2050 target or”.

2 Duty to update carbon budgets

The Secretary of State must, within six months of the passing of this Act, lay before Parliament updated versions of all relevant carbon budgets to reflect the new target set by section 1 of this Act.

3 Extent, commencement and short title

(1) This Act applies to the whole of the United Kingdom.

(2) This Act comes into force on the day on which it is passed.

(3) This Act may be cited as the Carbon Emission Reductions Act 2016.
